Create your design on the plastic using fine permanent pens, or rubber stamp your design using permanent inks.  Allow the ink to dry.  On the other side of the plastic you can add additional color, taking care not to smudge one color with another.  Allow the ink to dry.  Cut the plastic to any shape using regular scissors.  Make a hole with a paper punch if you plan a hanging project.
